针对宁夏小型水利工程目前存在的“建、管、用”严重脱节问题，综合考虑农业节水灌溉推进对农田水利工程管理新要求，将水权管理与农田水利工程产权管理相结合，并引入基于ET的水资源管理先进理念，设计了基于ET的小型灌溉工程产权制度模式，并在宁夏引黄灌区选择引黄灌溉渠系、提水灌溉泵站、灌溉机井等典型工程进行试点应用研究。经过对典型工程产权制度改革试点效果评价，各典型工程均表现出了良好的经济、节水、社会和生态效益，为深化宁夏小型水利工程产权制度改革起到了示范引导作用。

Aiming at the problem of "built, manage, use" serious disconnect that existed in small water conservancy projects in Ningxia, comprehensive consideration of the new requirements of water-saving irrigation, studied combining water rights management with water conservancy project property rights management, and introduced the ideas of water management based on ET, designed the small irrigation engineering property system model based on ET. Choosing Yellow River irrigation canal system, water irrigation pump station, irrigation motor-pumped wells as typical pilot project, the paper carried out the application research of property rights system reform of small irrigation projects. By the evaluation of performance of the typical project reform system, the typical project all showed good economic, water saving, social and ecological benefits, that played a demonstrative guide for deepening the reform of property right system of small water conservancy project in Ningxia .
