Conservancy Facilities from the Perspective of Theory of Planned Behavior

Based on the theory of planned behavior,we analyze the factors influencing farmers' willingness to participate in establishing the
small water conservancy facilities using the survey data of 349 farmers in two pilot counties ( Baotou,Bayannur) in Inner Mongolia. The
results show that the theory of planned behavior can be well applied to analyze farmers' willingness to participate in establishing the small
water conservancy facilities. The most powerful factor influencing farmers' willingness is their attitude,and their subjective cognition and
perceived behavioral control follow. Their willingness is influenced primarily by economic benefit stimulus,neighborhood willingness to
participate,external support,and individual's capability.
